Amendment to General Rules of the Republican Party of Texas are to be addressed to the State Convention Rules Committee in both Temporary and Permanent Organization:

 

Add new Rule 46 and any conforming language required elsewhere: Require an odd-numbered year State Endorsing Convention at which candidates who are allowed to file to run in the Republican Primary for all statewide non-judicial offices, both Houses of the Legislature and the State Board of Education shall be voted on by the appropriate caucus or the whole convention, as appropriate, with the provision that no more than two candidates may be endorsed in each contest. Alternatively, for House seats only and in the case of districts entirely within the boundaries of a county, before the State Endorsing Convention, there shall be County Endorsing Conventions with caucuses for each legislative district to choose no more than two candidates who will be allowed to file to run in the primary. Any multi-county House seats shall caucus at the State Endorsing Convention. The delegates for these conventions, as per the Texas Election Code, shall be the same delegates and alternates elected at the Biennial State Convention held in the previous even numbered year. The only other business that may be allowed at the State Endorsing Convention are amendments to the Rules and individual resolutions that may be proposed by the Rules and Resolutions committees, respectively, which shall meet and conclude their business prior to the start of the first general session. The Convention permanent organization shall be the same as the previous Biennial State Convention. Any vacancies in any office shall be filled at the start of the convention by either the respective caucus or in the first general session, as appropriate. Any necessary county convention Shall have the same permanent organization as the County Executive Committee.
