Texas Elections shall be conducted within the voters Precinct using Hand Marked paper ballots and counted by hand or tabulator (that does not have internet access). Camer.as shall record the Polls closing, hand counting or tabulator counting process. Election Judges shall be responsible for the ballots and their transfer to the Elections Office. Ballots and the tallies from the Election shall be transferred to the Central Elections office by two Election Judges (1 from each party). Each Election Judge shall witness and sign a "document of transfer" to Secretary of State when the transfer is complete. The Absentee Mail Ballots shall be issued only at the request of the voter (no anonymous mass mail out ballots) and verified according to Texas Election code regarding Absentee Ballots, no less than 30 days prior to the first day of Early elections. Absentee Mail ballots must be received by Election Day to be counted, no ballots will be counted after Election Day.
