Whereas The Constitution of the United States, Article IV, Section 4 states "The United States shall guarantee to every State in this Union a Republican Form of Government, and shall protect each of them against invasion..."
Whereas Article I section 10 of the United States Constitution states "No State shall, without the Consent of Congress, lay any duty of Tonnage, keep Troops, or Ships of War in time of Peace, enter into any Agreement or Compact with another State, or with a foreign Power, or engage in War, unless actually invaded, or in such imminent Danger as will not admit of delay."
Whereas the federal government of the United States has abrogated the responsibility to protect the states that form the Union, and Texas specifically, from an invasion of foreign nationals that pose a clear and present danger to the life and property of the citizens of the State of Texas,
Be it resolved by the Texas State Republican Party that we call for, without delay, the Governor of the State of Texas, in his capacity as Commander in Chief of the Texas Military Department and of the Texas State Guard, the organized state militia, under the authority of Title 32 of the U.S. Code and Chapter 437 of the Texas Government Code, to proceed with due expedience to muster all available forces and direct them to secure the Texas/Mexico border. Forces mustered must be adequately armed and directed to use such force necessary to achieve this objective.
