Be it Resolved: Due to the population growth of Texas and the growth of the major cities in Texas it is apparent that the State can no longer be represented as a whole. Therefore, it is incumbent upon the State Legislature to establish an Electoral College system for the State of Texas for the election of State and Federal Representatives and Officials to represent the whole of Texas. The framers built a system with strict checks and balances to prevent any brand of government from gaining too much power and instituting tyranny. However, the Electoral College was designed to solve the problem and shall be implemented at the State level to provide the checks and balances necessary to prevent too much power or instituting tyranny the States representation.
